Tassels??

So I had some light work done on my car the other day and was walking from the mechanic's shop to the train when I noticed this:



















Now, I've known plenty of people.....er things....er whatever, with tassels, but a new building? What's up with that? It's certainly not sexy. And people are living there already. If my building had tassels, I'd do something about it. Anyone know what they are for? I know they have something to do with the actual construction of it, but I don't know what.

I'm sure I've seen tassels like that before too, but I can't remember where. I'm really curious what they're all about now!

the tassels are to help release tension or something like that. With bricks, you get contraction and expansion with extremes of weather. I believe the rope between seams creates a release for that movement.
